  In order to understand the firearms and ammunitions regulations of the 6th East Asian Games Shooting competition and take part in the competition smoothly for the shooting teams of East Asian Games the entire participating countries and regions, to make sure the safety of the firearms and ammunitions. According to the law of the People’s Republic of China on control of Firearms and Ammunitions and the relevant provisions in the rules and regulations of the international shooting federation, thus the organizing committee provides the management guidelines and instructions of firearms and ammunitions for the entire participating team as follows:

  1. Information

  The organizing committee has specific group for competition management of firearms and ammunitions and can contact with someone who is in charge of the entire participating countries or regions mission, and plans to send out the registration form of the firearms and ammunitions of the 6th East Asian Games in advance. The registration forms of the firearms and ammunitions of the 6th East Asian Games should be filled in carefully and accurately, and should be returned to the organizing committee by mail, fax or email within the stipulated time as shown in the form.

  A. The organizing committee will have specific group to deal with the procedures for entry/exit and customs clearance of the competition firearms and ammunitions at the arrived port.

  B. The registration forms of the firearms and ammunitions of the 6th East Asian Games should be filled in carefully. In order to avoid recognition errors, all the registration forms must be printed in instead of handwritten.

  C. Notes: The forms used for the summary of the information of the firearms and ammunitions for the entire participating athletes, so as to go through the entry procedures at the border inspection station when the athletes arrived at the port.

  2. Entry of firearms and ammunitions

  A. In order to go through the entry and exit procedures of firearms and ammunitions, we suggest that the participating teams may arrive at Beijing airport as an entry port.

  B. If the participating teams need to entry at the other ports in China and transfer to (or by train, bus) come to Tianjin because of the geographical, flights and other reasons, they should indicated in the registration forms of the firearms and ammunitions of the 6th East Asian Games and give the notice to the organizing committee in advance, so that they can help the teams to go through the procedures of customs clearance and reception of the firearms and ammunitions at the time of the participating teams entry.

  The space of the first column of Arrived at the port/city in the registration forms of the firearms and ammunitions of the 6th East Asian Games Guns registration form refers to the port/city of China that the participating teams arrived.

  a) Make sure that the declaration of the amount and relevant information about firearms and ammunitions to border inspection and customs departments at the airport or train station after the participating team’s entry.

  b) The staffs who are in charge of managing competition firearms and ammunitions in organizing committee will give the participating teams that enter into China by flight or train guidance about the border inspection and customs departments of firearms and ammunitions at the checkpoint when the participating teams entered into China and finished the baggage claim.

  c) The staffs who are in charge of managing competition firearms and ammunitions in organizing committee will give the participating teams that enter into other cities of China by flight or train guidance about the border inspection and customs departments of firearms and ammunitions at the checkpoint when the participating teams entered into China and finished the baggage claim., the staffs would help teams process the related procedures of firearms and ammunitions carried to Tianjin.

  d) After the inspection, the border inspection and customs will issue the bullets carrying license and other related documents. The originals of these documents will be kept by the teams themselves. The participating teams that enter into other cities of China will take firearms and ammunitions with these documents along with transfer to Tianjin.

  e) The brand, model, series number and number etc of firearms and ammunitions that are brought by the participating teams should be accordance with the registration forms of the firearms and ammunitions of the 6th East Asian Games according to the relevant laws and regulations of China. The registration forms of the firearms and ammunitions of the 6th East Asian Games should be renewed promptly and sent to the organizing committee as soon as possible if the information of the forms has some changes. In case of any non-compliance, the border inspection at port of entry and customs will have an authority on refusal to entry of firearms and ammunitions, which the teams will shoulder the responsibility of the delay games.

  2) Handover transportation of firearms and ammunitions

  a) After the inspection of the firearms and ammunitions that are owned by the participating teams arrived at the Tianjin will be taken over and responsible to delivery to venues by the department of managing competition firearms and ammunitions in organizing committee, after that the department will distribute the transition proof of firearms and ammunitions to the participating teams, then the teams take the bus to hotel.

  b) the firearms and ammunitions that are owned by the participating teams arrived at the other cities of China will be also taken over and responsible to delivery to venues by the department of managing competition firearms and ammunitions in organizing committee, after that the department will distribute the transition proof of firearms and ammunitions to the participating teams, then the teams take the bus to hotel.

  c) All the competition firearms and ammunitions arrived at Tianjin, which will be transported by the department of managing competition firearms and ammunitions in organizing committee. The participating teams can not carry the firearms and ammunitions left the airport (train station) and come into city or live in the other non-designated hotel.

  3. Management of firearms and ammunitions inside the venues

  1) The procedures of firearms and ammunitions access

  a) Teams (athletes) can conduct the procedures of firearms and ammunitions access with the East Asian Games identity registration card and transition proof of firearms and ammunitions at the firearms and ammunitions library when they arrived at the organizing committee the second day. Athletes and team officials can conduct the firearms and ammunitions that have their own during the competition period with the East Asian Games identity registration card.

  b) The organizing committee set up exclusive bullets storage for the participating teams in the bullets library of shooting competition venues. The person of getting the bullets is determined by each team, and the key of bullets exclusive cabinet is managed by teams.

  2) The firearms and ammunitions access

  a) The athletes and team officials can enter into the guns library to pick up the guns with the East Asian Games identity registration card, but they can only pick up the guns that are their own.

  b) The athletes and team officials can enter into the bullets library to pick up the bullets with the East Asian Games identity registration card, but they can only pick up the bullets that are their own and the fill in the number of bullets accurately and sign in the bullets register of organizing committee.

  c) The athletes should return the guns and the rest of bullets to the firearms and ammunitions storage after training or competition.

  3) The requirement of firearms and ammunitions use

  a) The teams can only pick up the firearms and ammunitions in the opening hours of the training and competition venues and come to the designated venues for training and competition.

  b) The athletes and team officials should follow the designated routes to enter or exit in the training and competition venues after they pick up the firearms and ammunitions, and can not leave the training and competition venues and the athletes lounge area with the firearms and ammunitions. Athletes are in venues and lounge area, the firearms and ammunitions should be looked after by themselves. No practice with guns in non-practice area.

  c) The athletes and team officials should responsible for managing the firearms and ammunitions during the period of training and competition. The athletes and team officials should immediately report and provide relevant information to the organizing committee to assist the security to find if there are unforeseen circumstances such as firearms and ammunitions loss.

  d) Prohibit the remaining bullets back to hotel, abandoned, or transferred to others.

  4) The guns inspection

  The teams (athletes) have to accept the inspection at the specified place within the stipulated time.

  4. Exit of firearms and ammunitions

  After the competition, the teams (athletes) have to departure with carrying the entire firearms and ammunitions for competition and the rest of bullets remaining returned all game.

  1) Checking and pack of firearms and ammunitions

  The specific contact person that is set up by the organizing committee will responsible for contacting and confirming the information of firearms and ammunitions about leaving the country. One day before the departure, every team (athletes) have to check and pack the firearms and ammunitions at the storage, and seal them up by the organizing committee specific group for competition management of firearms and ammunitions.

  2) The access of firearms and ammunitions

  The organizing committee specific group for competition management of firearms and ammunitions will deliver the entire firearms and ammunitions that belong to the departure of the teams to the airport (or station). The departure of the teams (athletes) should arrive at the airport (or station) with the transition proof of firearms and ammunitions 4 hours prior to departure time, and they have to conduct the transition procedures of firearms and ammunitions with the organizing committee at the checkpoints, get back their firearms and ammunitions and return the transition proof of firearms and ammunitions.

  3) The exit inspection

  a) The departure teams have to provide the bullets carrying license that issued by entry border inspection and customs and other relevant documents after they get back their firearms and ammunitions to check with the guidance of the organizing committee staffs for management of firearms and ammunitions at Chinese border and customs inspection, then carry out the procedures of check and boarding (or getting in).

  b) The departure teams, which have to leave Tianjin by transferring (or changing trains) to other cities of China for exiting, should provide the bullets carrying license that issued by entry border inspection and customs and other relevant documents to check at Chinese border and customs inspection, then carry out the procedures of check and boarding (or getting in).

  5. Other management instructions

  1) The time of management and service for the competition firearms and ammunitions

  The organizing committee will provide the time of firearms and ammunitions management and service for shooting teams (athletes) from 00:00 October 4 2013 to 24:00 October 11 2013.

  2) The supply of competition firearms and ammunitions

  a) During the competition or training, the organizing committee will provide a small amount of bullets, which used for teams (athletes) in special circumstances, and provide the number of bullets according to the actual situation.

  b) Bullets is not used for the training or competition of the day, which is provided by the organizing committee, or the bullets must be stored in bullets library of the venues and will be prohibited to take away from competition venues if there are some rest of bullets through training or competition. It is prohibited to take the remainder of the bullets that provided by the organizing committee away from China.

  3) The freight matters of competition firearms and ammunitions

  The organizing committee suggests that the teams carry competition firearms and ammunitions along with their flights (trains) as soon as possible when they arrive and leave Tianjin. The teams should give notice to the group for competition management of firearms and ammunitions of the organizing committee if there is any unforeseen circumstance, which the firearms and ammunitions need to be checked, and should give the feedback of the firearms and ammunitions information in the registration form of the firearms and ammunitions of the 6th East Asian Games.

  4) The transfer requirements of entering to other countries with carrying guns

  The teams (athletes) have to transfer along with competition firearms and ammunitions, which they exit from Tianjin (or other cities of China) to other countries (regions), should deal with the entry approval documents of guns (bullets) in other countries (regions) in advance if necessary, in order to make sure the teams smoothly return to their countries regions with competition firearms and ammunitions.

  5) The requirements of temporary borrow competition guns

  The teams (athletes) have to carry their own competition guns in the competition, and the organizing committee does not provide the service of borrowing.
